Business Analyst – Policy Team
Houston, TX
We are currently seeking a Business Analyst to join our Policy team. The Business Analyst will support development of modules in Peoplesoft to manage data on teacher appraisal and performance for an initiative with our partner district, Houston Independent School District (HISD) and will be based in the school district office in Houston. This position is available immediately.
HISD’s Teacher Human Capital Management Transformation
HISD employs approximately 12,700 teachers who teach in 296 different schools. In the 2007–2008 school year, HISD launched ASPIRE (Accelerating Student Progress. Increasing Results and Expectations), its educational-improvement and performance-management model. ASPIRE comprises four key components, including Developing Human Capital. Since the launch of ASPIRE, the district has garnered national attention for its use of value-added data to guide instructional decision-making and drive a system of differentiated compensation. The district is now seeking to leverage these reform efforts to maximize its impact on student achievement by reaching these student outcomes.
1. Becoming the first district in the country to eradicate the racial achievement gap
2. Having 100 percent of students reading and doing math on grade level as measured by Stanford 10 in all grades tested
3. Leading the nation in NAEP reading and math scores in grades 4 and 8 among all districts across America
Research underscores the impact a teacher can have on student success and reinforces why HISD must continue to transform is human capital systems by focusing on four key strategies to reach the bold student outcomes outlined above. These strategies are as follows:
• Strengthen recruiting and staffing policies and practices to attract top talent
• Establish a rigorous and fair teacher-appraisal system to inform key decisions
• Provide effective individualized support and professional development for teachers
• Offer meaningful career pathways and differentiated compensation to retain and leverage the most-effective teachers
TNTP will support HISD’s human capital transformation through a five-year initiative to drive the strategic direction of the transformation effort; develop new tools and processes; coordinate and monitor school-level implementation activities; and build stakeholder buy-in for reform.
Role and Responsibilities
The Business Analyst will analyze complex business problems in the area of identifying, evaluating and developing processes, procedures, functional testing, data quality and workflows related to the tracking and reporting of teacher performance data in PeopleSoft. The Business Analyst will work closely with the Design and Implementation teams for HISD’s new teacher appraisal and development system and HISD’s PeopleSoft team to translate the business needs of the new appraisal and development system into efficient and user-friendly tools. Through this work, successful candidates have the opportunity to have a profound impact on the direction of major educational reforms in Houston ISD.
Specific responsibilities will include but are not limited to:
Major Responsibilities:
• Map workflows associated with the new teacher appraisal and development systems
• Identify data generated and data required for each step of workflows
• Translate workflow and data maps into technical requirements for modules to be developed in PeopleSoft
• Participate in and provide feedback on the development of modules in PeopleSoft
• Work with the Appraisal and Development Implementation team to test modules and develop training materials
• After the launch of PeopleSoft modules, obtaining and analyzing resultant data to inform the efforts of the Appraisal and Development Implementation team
Other Responsibilities:
• Conducting ad hoc analyses of teacher performance data
• Formatting data reports
• Providing operational support to the Appraisal and Development Implementation team
Qualifications
We are seeking candidates who are motivated by our mission and who will bring excellent analytic, project and client management skills to our district, state and federal-level policy work. Successful candidates will be strong problem-solvers, independent and focused self-starters. The Business Analyst must be driven by a vision of reform that positions schools to support student achievement and must be capable of translating that vision into practical steps. In addition we seek individuals that have the following qualifications:
• At least two years experience in Business Analysis, preferably in PeopleSoft or other SQL applications
• Certifications in PeopleSoft or other SQL applications strongly preferred
• Excellent process analysis and process mapping skills
• The ability to translate complex, dynamic processes into concrete workflows and to identify the data needs associated with each step of a workflow
• Expert skills in Microsoft Excel and Access preferred
• The ability to integrate and analyze data from multiple, disconnected, and complex data sets. This requires ability to review and clean for data integrity, identify and address inconsistencies in data, develop solutions for dealing with non-linking and missing data, and build and run queries to efficiently clean and analyze information across data sources.

Compensation
The annual salary for this position is $70,000 or commensurate with experience in a similar position.
